All these items in this list have been verified by me in person to be gluten free friendly, as a rule of thumb always ask a chef to see if it is an option for you.

Baked Potato
Can only be found on select days at Troubadour Tavern (available on select days)
Brownie, Blueberry Muffin and Chocolate chip cookie
These options are prepackaged from certified gluten free company outside of Disney. You can find them at the Disneyland Hotels restaurants (upon request) and on the menu at Jolly Holiday Bakery and Refreshment Corner in Disneyland.
Yes the chicken drumsticks are gluten free and they can be found at Poultry Palace on Pixar Pier in Disney California Adventure.(I actually consider this a meal more than a snack as it comes with cold slaw)
Corn on the Cob
Corn on the cob in both buttered or chili lime can be found at Poultry Palace on Pixar Pier in Disney California Adventure. Corn on the cob can also be found in Disneyland too.
Cotton Candy
Crisped Rice Mickey Treats
These prepackaged Mickey shaped treats are a new recipe and the malt has been removed, however, they are not yet labeled gluten free. These can be found in Candy Palace in Disneyland individually wrapped and also on a stick in packs of 4. They are partly dipped in chocolate and I believe they also have an individual one not dipped.

Dole whips (various flavors)
You can find the classic pineapple Dole whip just outside the Tiki Room. Next to the Tiki Room is Tropical Paradise and they offer classic Dole Whip Pineapple flavor as well as Mango and Raspberry Dole Whip.
*New at this location is Chile Mango dole whip which is pineapple and mango swirl with chamoy, mango and Chile lime seasoning.
Located in Disney California Adventure on Pixar Pier Adorable Snowman Frosted treats and they offer a Lemon Flavor Dole whip which you can request in a cup. You can also get your dole whip snow capped which is white chocolate added on top. Also try the Parfait, it is lemon dole whip with layer of Blue Raspberry Slushy.
*New to this location is also the Chile Lime Mango and also Mango/Lemon swirl.

Incredicookie
The Incredicookie is this delicious gluten free sugar cookie with a jelly center and can be found on Pixar Pier in Disney California Adventure.
Ice Cream Bars and Frozen Lemonade
The Premium Mickey bar, Chocolate dip frozen banana, frozen lemonade (all prepackaged)
& fresh hand Dipped fruit bar
You can find these prepackaged Ice Cream bars at various carts in both Parks. In Disney California Adventure at Clarabelle's you can request a freshly chocolate dipped Ice cream or Raspberry bar with sprinkles.
Potato Skins
You can find potato skins only at Lamplight Lounge in Disney California Adventure Park(advance reservations required).
Scoop of Ice Cream
Slush Drinks
You can mix and match Slushy flavors at Alien Pizza Planet in Disneyland and also at Bing Bongs in Disney California Adventure Park. Several of the quick service places also offer seasonal slush drinks too: Red Rose Tavern, Maurice's Treats, Bengal BBQ, Cars Land, etc.
Snacks with Character
Star Wars Galaxy's Edge Blue/Green Milk
This fun drink is a fan favorite and is gluten free and can be found in the land of Batuu aka Star Wars Galaxy's Edge. But please be cautious as listed in the ingredients is Oat powder that has not yet been confirmed if it is certified Oats.
TOYDARIA swirl is a newer menu item. It is green milk with fruit sauce (chamoy), mango jellies and topped with Chile lime seasoning (tajin).
Turkey leg
Turkey legs are gluten free and can be found in various carts within both Parks.
